Local bodies clear eco checks for huge properties
In a recent gazette notification, the Union Ministry of Environment, Forest and Climate Change (MoEF) has delegated power to local bodies and development authorities to issue environmental clearances for special buildings with built-up area between 20,000 sqm and 50,000 sqm.

Although such huge projects are rare in the state, the builders welcome the decision. “Earlier, getting environmental clearance takes time and would delay the completion of the projects. Now, due to the delegation of the power, the process has made easier,” said S Ram Prabhu, vice chairman of Southern Builders’ Association of India. According to the notification, the local bodies would give environmental clearances to buildings such as industrial sheds, educational institutions, hospitals and hostels of educational institutions with a built-up area of 20,000 sqm and 1,50,000 sqm.
Meanwhile, the MoEF also laid down the environmental conditions to be followed by local bodies while providing the environmental nod. One of the conditions says a minimum of one tree for every 80 sqm of land should be planted and maintained. The existing trees will be counted for this purpose and preferences should be given to planting native species.
“Topsoil should be stripped to a depth of 20cm and stockpiled to reapply during plantation. The local by-law provisions on rainwater harvesting should be followed. Construction should not be allowed on natural drainage through the site and no construction is allowed on wetland and water bodies,” the notification said.
