Rules to appoint HoDs, principals in polytechnic colleges amended

Now the candidates for the post of head of the department in polytechnic colleges should possess a master’s degree in engineering and experience for a period not less than 10 years in the field of teaching.

In the case of Architecture branch, the candidates should have professional practice of not less than 10 years as certified by the Council of Architecture. 

Further, equivalence of Ph.D should be based on publication of five international journal papers and each journal should have cumulative impact index of not less than 2.0, with incumbent as the main author. 

If the experience in industry is considered, it shall be at the managerial level equivalent to that of head of department with active participation record in various areas, including designing, planning, executing, analysing, quality control and patents record.

In the case of candidates for principal post in polytechnic colleges, he/she shall be eligible for appointment to the post if he possesses the qualifications such as master’s degree and Ph.D in the appropriate branch. 

In addition, the candidate should have experience for a period of three years in a position, not below the rank of head of department in a polytechnic or in an equivalent grade in other institutions. 

In the case of persons belonging to a service, the period spent by them on acquiring higher qualifications in engineering will be counted towards the experience in the category of posts held before proceeding for higher studies. 

For the persons holding the post of assistant director of technical education (examination) in the Directorate of Technical Education, the period of service rendered in that post shall be counted only once towards the required teaching experience in the category of head of department in the government polytechnic colleges.
