State government can file contempt or clarification plea on Cauvery issue
As the Centre has neither denied nor subscribed to speculations of forming a panel instead of the Cauvery Management Board (CMB), top sources said the state had adopted a circumspect approach. It was also reported to have checked all options as the situation warranted.

While no BJP leader had scotched it as rumour till date, the party’s state president had maintained that she had received information that the Centre was forming a panel instead of the CMB.
Sources said that the state has not heard anything concrete from the Centre as to what it was planning to do with the verdict. Kerala, at present, has filed a review petition on the verdict, while TN whose share has been reduced had accepted the verdict and had consulted the stakeholders and political outfits to take forward the positive aspects in the verdict.
“State cannot blindly approach the Supreme Court for a clarification while the Court’s verdict is clear that Tribunal Orders are to be implemented and that includes the formation of the CMB. The state can file a clarification before the apex court only after the deadline of March 29 was exhausted as the onus of forming the CMB lies with the Centre. The Centre now has to do something as regards to the implementation of the Supreme Court’s verdict. If it notifies the formation of any scheme other than CMB, the state could file a contempt plea or a clarification petition,” the official said.
