The move is designed to simplify the process of transfer requests and carry out the same within the territories of zones and cities. “The idea is to stop everything getting piled up at the headquarters in Chennai. So, the committees, which have senior-most officers in the zones and commissionerates, can now take a decision and execute the transfers locally,” a senior police officer in DGP office said.
The committee is scheduled to meet at least once every two months for considering transfer requests pertaining to the territory of zones. The zonal Inspector General would then issue the orders in this regard after intimating the headquarters. The waiting list of transfer requests of police personnel falling under the territory of zones would be maintained by the concerned zonal office.
The Police Commissioner concerned shall forward the request with remarks to the zonal IGP. Police Inspectors who are requesting for inter-range and inter-zonal transfer will be considered by the committee consisting of ADGPs in charge of Administration, Law & Order and Intelligence.
Requests of Inspectors who seek transfer within the zone will be considered by the committee consisting of zonal IG and range DIG of the zone. Request of Inspectors for transfers within the range will be considered by the committee consisting of range DIG and District Superintendents.
In Commissionerates, transfer of those up to the level of inspectors within the city will be decided by the committee consisting of Commissioner (CoP) and Deputy Commissioners (DC). If they are seeking for inter-unit transfers, the committee consisting of CoP and Joint Commissioners will take the decision. Transfers of those up to the level of sub inspectors within the units in Chennai will be decided by Joint Commissioners and DCs, under whom they work.
