A senior official from department said the government has taken special interventions to enrol Out of School Children (OoSC), which have resulted in considerable reduction in dropout rate over the last seven years. From 63,178 OoSC identified in the academic year 2011-12, the number has reduced to 36,930 in 2017-18.
The official said all the free educational kits provided by the government would be given to the children in special training centres also. According to the official, scholarships would also be provided to the mainstreamed children for retention.
The number of children who completed Class 8 from special training centres is about 5,000. Villupuram district stood first in the State with about 2,472 children, followed by Coimbatore with 2,203 students. Chennai district has 1,812 students who were out of school.
Commenting on the reason for dropouts, the official pointed out that many parents migrate from one place to another for livelihood, making it difficult for the children to get admission in new schools.
During 2017-18, 4,178 children of migrant labourers (inter and intra-state) were identified, of whom 4,103 were enrolled in age appropriate class. To cater to the needs of 2,285 inter-state migrant children, 100 educational volunteers in Telugu, Hindi, Bengali and Odiya languages have been appointed.
Textbooks in their mother tongue have also been provided. In cases where the migrant family move away within months, proper bilingual transfer certificates are issued so that the children can continue studies wherever they go next.
