After a massive protest broke out against Sterlite Copper in Thoothukudi, 13 persons were shot dead by police on May 22. The commission is in the process of sending notices to people who were either eyewitnesses or have proof with regard to the police excess. Recently, it served notice to Glaston, a fisherman from Thoothukudi, who, incidentally, is one of the deceased, to appear before the commission on August 29.

Sources said the latest development has created controversy as questions are being raised about the investigation.
