Senior assistants to do registration in absence of sub-registrar

In a circular, Inspector General of Registration (IGR) J Kumaragurubaran, said, “In the offices where two sub-registrars are posted, double the number of tokens are being issued to the public through Star 2.0 portal. When one of the sub-registrars goes on leave or out for other duties, all the documents are being registered by another sub-registrar causing delay.”

According to a department source, the practice of delegating powers of sub-registrars to senior assistants is already being followed by the department. “However, this practice was not followed in offices where two sub-registrars work. After the circular, sub-registrars ought to delegate powers to senior assistant and give approval for the same before they go on leave,” the source added.

He also directed the district registrars to approve the delegation of power to senior assistants if the concerned sub-registrars take leave without prior intimation.

It is learnt that each sub-registrar should register 100 documents. “For the offices, where two sub-registrars are there, 200 tokens are being issued. When we were monitoring the online process, it had transpired that many documents that were given 12 pm time slot were registered at 4 pm. This means the public is waiting for more than four hours. From now on, this problem is sorted out,” a higher official said.
