Seeman squarely blamed the maladministration of government to be reason for the transfusion of HIV-infected blood to women. “If one incident of HIV-infected blood transfusion happens it can be called an accident, but if such incidents happen repeatedly it is nothing but maladministration of the irresponsible government,” said Seeman.
