The submission was made before a division bench comprising Justice S Manikumar and Justice Subramonium Prasad, who during the earlier hearing had directed the Secretary to the Government, School Education Department, to issue necessary guidelines providing CCTV and GPS in school buses. The circular dated July 22, 2019, further directed the school managements to ensure that cameras and GPS are kept in good condition.

The TN Motor Vehicles (Regulation and Control of School buses) Special Rules 2012 for safety of kids travelling by school buses only provide rules for grant of bus permit, construction and maintenance of school buses, constitution of special cell for inspection and issue of Fitness Certificate. There is no provision for CCTV and GPS installation and hence instructions have been issued making installations compulsory.
