Q and A: ‘Filed contempt of court case to hasten process’
Two years after a legal battle by Association for the Rights of All Types of Differently Abled and Caregivers against Teachers Recruitment Board (TRB) to provide four per cent reservation for persons with disabilities in appointments of PG teachers, association’s general secretary S Namburajan in conversation with DT Next.

What was the issue in teachers’ appointment?
TRB had released a notification to appoint 3,456 PG teachers in government schools in 2017. Instead of allowing all PwDs to apply, the notification only allowed persons with 40 to 70 per cent disabilities to apply. TRB also did not notify four per cent reservation.
How the judgement favours PwDs?
Acceding to our plea, the Madras High Court directed TRB to issue fresh notification by including four per cent reservation for PwDs. Based on which, TRB issued a notification to appoint 134 PG teachers who are differently abled. With this, notification to fill 2,144 vacant posts were issued.
What caused the delay?
Even after the court ordered TRB to appoint PwD teachers based on four per cent reservation in six months, the board delayed the process. We had to file contempt of court petition to hasten the process.
