PIL on NEET dismissed as ‘publicity interest petiton’
The Madras High Court on Monday dismissed a public interest litigation seeking government-monitored single window admission for MBBS and BDS on the basis of National Eligibility cum Entrance Test (NEET) scores.

The first bench comprising Chief Justice Sanjay Kishan Kaul and Justice R Mahadevan said, “Mere surmises and conjectures of the petitioner cannot form the basis for passing orders. It is clearly false, and it falls in publicity interest petition. The petitioner is neither an expert in the field of medical education nor an affected party.”
N Ramadan, of Villupuram, had submitted that medical college aspirants have been in great trouble as they have to apply to each institution separately along with the prescribed fee with no common regulatory mechanism in place. Besides this, private medical colleges and deemed universities are adopting a deceptive and misleading strategy and advertise as if NEET rank is being followed. But the ground reality is that there is no clear cut statement in any of these advertisements or prospectus with regard to NEET norms for admissions.
Pointing out that they are law unto themselves, and there is a deep conspiracy to hoodwink parents and eligible candidates, the petitioner further contended that in the absence of a common nodal agency students interest will be jeopardised and fairness, transparency and non-exploitation will cease to exist.
Also noting that non-interference of Tamil Nadu Government also has contributed to this crisis, he wanted the court to direct the state government to form a monitoring committee under the Directorate of Medical Education by issuing a public notice, so that single window system of education can be done on the basis of NEET rank on a transparent manner.
It may be noted that on April 28 the Supreme Court ruled that the May 1 AIPMT will be phase 1 of NEET. The phase 2 for left out students was held on July 24, and the results were declared on August 17.
