Warrant to be issued against fraudster for ignoring summons
The Madras High Court has directed the registry to issue a bailable arrest warrant against a man who, had obtained a government job by allegedly producing a bogus community certificate and evading court appearance and action for years.

The bench comprising Justice S Vaidyanathan also directed the Deputy Commissioner of Police, Kilpauk range, to produce the man. The judge had offered the directions while passing interim orders on a writ petition from D Gunasekaran of Vadapalani seeking action against S Vijayan, who had allegedly obtained the post of Village Assistant in Purasaiwalkam-Perambur Taluk, by producing bogus certificate.
The court had issued notices to Vijayan on earlier occasions, but he failed to respond. TS Neela, the Tahsildar, who was present in the court on November 28, informed the judge that Vijayan had already been placed under suspension and an explanation was called for. Necessary steps for criminal proceedings are being taken, she added.
Special Government Pleader S Diwakar told the judge that there was no tahsildar, by name Rangan, who had allegedly issued the community certificate to Vijayan at that point of time.
From the pleadings, it appears that a bogus certificate had been produced by Vijayan and if the entire relief is granted at this stage, there will not be finality to the issue, the Judge said and held, “Hence, there shall be an interim order directing the authorities concerned to proceed with the departmental proceedings against Vijayan on day-to-day basis, without granting adjournment for more than two working days at any point of time, apart from initiating criminal proceedings.
