Anna University seeks IOE status
For the first time in Tamil Nadu, Anna University has sought University Grants Commission (UGC) to get Institute of Eminence (IOE) tag for getting funds to the tune of Rs 1,000 crore for providing regulatory structure by enabling higher educational institutions to become world class teaching and research institutions.

A proposal was sent to UGC in this regard. Anna University sources here said that the UGC has constituted a four-member empowered expert panel which is being entrusted to conduct the appraisal of the applications for short-listing the university.
Accordingly, the university, in its application, has laid out a 15-year strategic vision plan as well as a five-year implementation plan.
The 15-year strategic plan will have to meet the objectives and characteristics of an institution of eminence and will also contain the quantified milestones and timelines for the institution to achieve world-class repute.
The UGC panel will also look into the SWOT analysis (a strategic planning technique used to help an organisation identify the strengths, weaknesses) of the institution focusing on their present status in the quality hierarchy, and the proposed measures to address the shortcomings.
The implementation plan contains detailed and tangible annual action plans to achieve the objectives laid out in the strategic plan.
At present, the UGC empowered panel conducting the appraisal based on the document submitted by the applicant as well as any other measure of demonstrated commitment for developing an institution of eminence.
The recommendations of the committee will be placed before the UGC for approval. Anna University also sent the faculty recruitment policy, students admission policy, a detailed research plan indicating the research laboratories and other facilities proposed to be established, infrastructure development plan, financing plan and research plan.
After receipt, the applications that have been submitted by the Anna University, in accordance with the format, will be processed and forwarded by the Ministry of Human Resource Development to the commission which shall entrust it to empowered expert committee/panel of the UGC.
