“Though the Governor has powers under Section 161 of the Constitution to take a decision on his own and need not send the files to the Home Minister, he has sent the files to be on the safer side,” said a senior official.

The Cabinet had recently passed a resolution to free all the seven convicts following the Supreme Court’s direction and it was sent to the Governor for his approval. Though the state government hoped for immediate action from the Governor, their release could now be delayed.
