RTOs lack proper test-driving tracks in Chennai

A Regional Transport Officer (RTO), said, “Only Anna Nagar RTO has a proper testing track. At the other zones, inspectors conduct tests manually on the less congested roads identified in various localities.

The RTOs in Virugambakkam and KK Nagar have a combined ground where they lay a makeshift track to conduct the tests.” “Conducting such tests on the roads is a tough considering that the candidates are not fully trained. But the whole process is being carried with the help of about five inspectors. Therefore, it brings some credibility in the assessment.”

The recent report ‘Road Accident Analysis in Tamil Nadu January 2019’ released by the State Transport Authority has pointed out that 5,099 cases out of the 5,173 cases registered across the State were primarily due to the fault of the drivers. Of these, 689 cases were registered in Chennai. The report has identified six causes of accidents, including fault of drivers, fault of pedestrians, bad roads and mechanical defects among others.

In order to enhance the quality of drivers, the STA has pushed for the introduction of computerised test tracks across the State. At present, there is only one such facility in the State, which is being operated from Karur. The first one in Chennai was proposed to be built at Sholinganallur, which would be equipped with sensors and could be monitored through a centralised system. But the proposal has not moved forward.

However, when asked, a top official from the STA said the current method of assessment was also scientific. “The testing track merely helps to test the ability of the drivers more accurately. It is easy to track the swift movement of the vehicles on the plane as well as the high gradients, hand signals and S-bend, while reverse techniques can be monitored closely,” the official said.

“The candidates can also view their mistakes and rectify the errors. This facility will be operational soon. It is aimed to enhance the quality of drivers and make the job of inspectors easier,” the official added.
