Unrepentant TN seeks HC nod for PM, Xi welcome banners
Even as public outrage over the death of 23-year-old Subhasri caused by a banner is yet to die down, the Tamil Nadu Government moved the Madras High Court on Tuesday seeking permission to install banners to welcome Prime Minister Narendra Modi and Chinese President Xi Jinping for the second edition of the informal summit between India and China in Mahabalipuram.

A division bench of Justice M Sathyanarayanan andJustice N Seshasayee before whom the plea came agreed to hear it on October 4.
Municipal Administration Commissioner K Baskaran, filing a plea on behalf of the State Government, said, “Whenever any head of State visits our country, as a goodwill gesture, it is customary on the part of the Ministry of External affairs to welcome the visiting dignitary by putting up welcome banners.”
“In this regard, the Ministry of External Affairs Ministry and the State Government have proposed to put up welcome banners at designated places as per the specifications mentioned in the existing rules in force and it would be ensured thatthose banners would not cause any hindrance to public,” the plea said.
The plea has been moved in sequel to the orders passed by MHC on December 19, 2018, that until the State government strictly complies with various orders passed by this court, the recognised and registered political parties in the State shall not erect any digital banners/placards on either side of the arterial roads, platforms, walkways/major roads and any other roads throughout Tamil Nadu until further orders.
As per the plea, the External Affairs Ministry has proposed to put up welcome banners in 14 locations in the City, nine locations in ECR and two in Mahabalipuram while the State Government would put up welcome bannersfrom Airport to Mahabalipuram-five in Chennai City, four in Mahabalipuram and seven in OMR and ECR.
