The accused have been identified as L Sivakumar (47) of R K Nagar, the main accused, and S Mukesh (27) of Tiruvottiyur, S Jayaprakash (49) and D Suresh (50) of Agaram, and T Ramesh (45) of Periyar Nagar.
According to officials, the Deputy Commissioner (Admin), Greater Chennai Police, is authorised to sign on behalf of the Commissioner to issue NOCs, that is mandatory to obtain a new licence or to renew existing ones. Normally, it would take at least three months for the administration wing at the city police commissionerate to issue them.
However, Sivakumar, who runs a couple of fuel stations in the city, allegedly told those who wanted to open new gas stations that he would get it done quickly. After collecting up to Rs 4 lakh from each one of them for getting it done faster, Sivakumar and others prepared the fake NOCs and handed them over to them.
The fraud came to light after Deputy Commissioner (Admin) Senthil Kumar came across the documents. He was shocked to find his signature on the documents, and realised that the signature and the seal of the Commissioner have been faked.
Based on his complaint, the forgery wing of the Central Crime Branch registered a case and arrested the five persons after investigation. Interrogation revealed that Sivakumar prepared the Deputy Commissioner’s signature on a computer and also readied the seal.
All five were booked under Sections 420, 465, 466, 467, 468, 472 and 472 (read with Section 34) of IPC and remanded in judicial custody. Further probe is on to find how long they have been indulging in this crime.
