2 of gang rape accused held after SHRC notice to CoP

A day after the State Human Rights Commission (SHRC) issued a notice to the city Commissioner of Police, Kilpauk all-women police on Thursday arrested two men for sexually assaulting a mentally challenged woman in TP Chathiram. However, the main accused Lingan, as mentioned by the complainant, remains at large.

The arrested were identified as S Rajkumar (22) and R Anand (26) of TP Chathiram. Police had booked a case based on a complaint of the mother of the victim under Sections 376 (2)(l)(k) (committing rape on a woman suffering from mental or physical disability), 307 (attempt to murder) and 450 (trespassing) of IPC.

In her complaint, the victim’s mother had stated that three men entered her roadside hut in TP Chathiram in the wee hours of August 17, threatened them at knifepoint and gang-raped her mentally-challenged daughter in front of her. Though the duo had approached Kilpauk all-women police station within hours, there was allegedly no action from the police. On Wednesday, the SHRC issued a show-cause notice to the Commissioner for the delay in the arrest of the accused even after nine days.
