From tech to early interventions, CoP charts new paths for city police

Chennai city police Commissioner Shankar Jiwal, a tech-savvy officer from the 1990 batch who has just been promoted to DGP rank, has lined up a few interesting projects in the pipeline that he hopes to finish in the days to come.

In an interview with VP Raghu, he talks about data mining and cyber tools that would help in policing in the near future. Excerpts from the interview:

How are you planning to handle cybercrimes, which have gone up manifold in the last few years?

We are in the process of setting up five cybercrime police stations. Apart from the CCB, four city zones will have an exclusive cybercrime police station each. Cyber lab with the latest tools is another priority.

Social media seems to be another new area which police are forced to keep watch…

We have a social media monitoring team equipped with the latest tools. Over 400 handles are under the constant watch of the cyber cops. These teams are not only good at data mining and monitoring but also in deciding responses to trouble-making posts.

Do you have any plans to address juvenile delinquency that has gone up in recent years?

We have proactive and correctional plans. There will be a 50 per cent increase in the number of Boys-Girls Clubs in the city, from 105 to 156. We will extend them all possible assistance, not only in terms of education but also in sports, arts, etc. We will also help them in skill development. Also, a survey has found that 70 per cent of the youngsters booked for various offences are from slums. So we have selected three slums for profiling and are planning to channelise the kids from there to the Boys-Girls Clubs. We are also working on a drug-free city project. For all these projects, which are in addition to our policing job, we need time to finish.

Petty rowdyism has always been a headache for the police in metro cities like Chennai...

Peace Bonds are working well in that area. Known history-sheeters are being asked to sign these bonds promising good behaviour. If they fail to follow, they will be sent to prison. We are currently working on reclassifying rowdy elements.

Any plan to improve the traffic system?

We are going to use more technology in improving the traffic system. Also, field-level traffic cops were asked for suggestions because they are familiar with the localities.

We won’t tolerate corruption, and whenever there is evidence, we immediately take departmental action and suspend them.

What about the welfare of the personnel?

We have identified more than 100 policemen who need rehabilitation and we are in talks with a leading de-addiction centre to treat them. We should remember that the personnel are also part of our society and everyone needs care.
