HC initiates suo-motu proceedings in Narikkurava man’s suicide

CHENNAI: Observing that an attempt of suicide was done inside the premises of the High Court of Madras cannot be kept unnoticed as it would result in serious repercussions, Justice S M Subramaniam on Wednesday initiated the suo-motu proceedings in the death of a 49-year-old Narikkurava man who set ablaze himself inside the court campus on Tuesday.

Hours after the man named Velmurugan died, members of the bar of HC made the submission before Justice SM Subramaniam. The advocates sought the judge to take suo-motu proceedings for initiation of appropriate action against the attempt to kill himself by one Velmurugan inside the premises of the High Court.

Recording the submissions, the judge held that prima facie it is found that the son of the deceased Velmurugan was deprived of his Community Certificate though he belongs to Narikuravar Community.

“The Authorities are expected to respond to the applications submitted by the citizen for issuance of Community Certificates. The citizen cannot be made to run pillar to post for the purpose of getting Community Certificates. Even in the matter of issuing Community Certificates, several irregularities are brought to the notice of this Court,” the judge observed.

The court also indicated that it has to examine whether the right of the deceased Velmurugan and his son to get a Community Certificate was infringed or not.

“The Registrar-General, High Court of Madras is directed to number the writ petition and place it before The Hon'ble Acting Chief Justice for listing the matter,” the judge ordered.

The court also noted that Commissioner for Revenue Administration, Chepauk, Chennai, and the District Collector, Kancheepuram District are impleaded as parties-respondents in the suo motu case.
