In a letter to the CEC, Manikandan said that anticipating the election announcement any moment, Puducherry Chief Minister V Narayanasamy had been disbursing cash payment from his relief fund to the congress men here. The payments were made with pre-dated cheques for patronizing the Congress party in some selected areas here and with an advice to en-cash the cheque immediately. Even though, adequate funds were not in the account, the banks were advised not to return the cheque and to keep a wait for the account to be credited, he said, adding, that the bank authorities release the pending payment on receipt of funds without the notice of anybody.

“No one could blame the Chief Minister of violating the Model Code of conduct of elections (MCCE) at the moment,”he said and adding, “The money transfer is taking place in a phased manner even after the implementation of the model code,” he added.
