An order for enumeration of such employees was issued recently and the Tiruchy divisional railways officials have commenced the process.

It is said, charge sheets are served on employees in Standard form No 11 for minor penalty cases like negligence, not satisfying performance in duty, sleeping on duty during night and absenteeism. Standard form No 5 is given for major penalty cases like rail accidents, bribe, corruption, long absence, false claiming of allowances, advances and conveyance, etc… as per Railway Servant (Discipline And Appeal) Rules 1968.

“It is an action of sending employees home either on removal or compulsory retirement with the concept of elimination of indisciplined employees in order to strengthen the railway after recent accidents,” said D Manoharan, Deputy General Secretary, Dakshin Railway Employees Union (DREU).

However, the DREU urged the Southern Railway Administration not to conduct any hasty enquiry and quick disposal of major penalty cases with a hidden agenda of sending home the employees in the name of mending the functioning of Southern Railways.
