In a memorandum submitted to Mr Modi at the Puducherry Airport, Mr.Anbazhagan said  Puducherry is reeling under severe financial crisis now and when the public account was opened with the RBI in 2004, the Central government had failed to waive the Rs 2,200 crore loan due to the UT. Hence, the loan dues of the UT be waived and funds for the disbursement of 7th Pay Commission arrears to the government employees be released.

He also wanted the Prime Minister to include Puducherry in the Central finance Commission  and ensure the functioning of the Anglo-French textile mills with an allocation of Rs.400 crore.

Setting up of small and micro industrial units here, an IIT or IIM and intervention of Mr Modi to end the cold war between the Lt.Governor and the elected Congress government are among the demands enlisted by Mr Anbazhagan in his memorandum.
