Pondy CM flays move to hire joint secretaries

Taking strong exception to the Union Government’s move to appoint joint secretaries directly through open call from private sector, Puducherry Chief Minister V Narayanasamy on Monday called it BJP’s conspiracy to grab full power at the Centre.

Talking to media persons, Narayanasamy said joint secretaries should be IAS officers with at least 20 years of experience.

“The joint secretaries play a important role in the policy decisions of the government.

They have to prepare file and forward it to the ministers.

An open call for appointment of joint secretaries from private sector could not be accepted,” he said.

The chief minister charged that the BJP government is destroying several Central government organisations, adding that in place of planning commission it brought Niti Aayog while several public welfare schemes were stopped.

Apparently referring to Lt Governor Kiran Bedi, he said that officials are now being directed to initiate action through Whatsapp, Twitter or Facebook.

“The cabinet has taken a decision and directed that no action be initiated on directions through social media and the same was also forwarded to the Central government.

It was directed that the officials should initiate action only after oral or written instructions from the Lt Governor and that too with the approval of the concerned secretary, chief secretary, concerned minister and chief minister,” CM said.

“Stringent action would be initiated against any violators. Only the ministers and chief minister got powers to interfere in the day to day administration and the Lt Governor have no powers to do so. The union home ministry has also confirmed this,” CM added.
