State-Centre MoU for Ayushman Bharat, CMCHIS implementation
The state government on Tuesday signed a Memorandum of Understanding with the Government of India Officials for the implementation of the Ayushman Bharat Scheme in Association with the Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS).

With the announcement of a flagship scheme called Pradhan Mantri Jan Arogya Yojana (PMJAY) / Pradhan Mantri Rashtriya Swasthya Suraksha Mission (PMRSSM) as a mega National Health Protection Scheme (NHPS) for the under privileged people, the state government also announced that the CMCHIS will be suitably dovetailed with the PMJAY under the Ayushman Bharat programme.
It may be noted that the existing CMCHIS covers 1.57 crore families and provides a coverage of Rs 1 lakh per year for 1,027 procedures including Rs 2 lakh per year for 154 specified procedures. Besides, the state also has a corpus fund to assure treatment of eight high end procedures.
Health Minister Dr C Vijaya Baskar, who was witness to the signing of the MoU, said, “With the implementation of the flagship scheme in association with CMCHIS, it is expected that around 77 lakh poor and vulnerable families in the state (approximately 2.85 crore individuals) as per Socio Economic and Caste Census (SECC) list, will benefit from access to provision of cashless and paperless treatment in hospitals through health insurance coverage up to Rs 5 lakh per family per year for secondary and tertiary care hospitalisation.”
He said that the Chief Minister has ordered for the CMCHIS to be covered up to the same extent of Rs 5 lakh to ensure uniform benefit to all. “Thus, all CMCHISTN beneficiaries, irrespective of whether they are covered under National Health Protection Scheme or not, will get enhanced coverage of Rs 5 lakh per annum. Individuals not enrolled under the CMCHIS who are in the SECC list shall be issued new CMCHIS cards after enrolment as per the procedure, including any left out eligible general or other beneficiaries.”
