ELCOT to hire firm to check quality of students’ free laptops

With the state government in the process of procuring more than 15 lakh computer laptops for free distribution to students this year, the Electronics Corporation of Tamil Nadu (ELCOT) has decided to appoint a multinational company to give quality assurance for the systems procured by setting up quality service centres across the state.

The government had already initiated tender formalities through International Competitive Bid (ICB) for supply and commissioning of 15.66 lakh laptops.

The ELCOT’s move to appoint third person agency for Quality Assurance (QA) comes after reports on some of the despatched laptops having technical faults in the previous batch of systems distributed to the students.

“This time we want to ensure that all the laptops were quality checked before distributing to the students,” a senior official from the ELCOT told DT Next on Tuesday.

The official said that the inspection and quality assurance test will be conducted at various manufacturers’ plants in India and other locations in Tamil Nadu.

According to the official, the agency will visit all the locations and discuss with the laptop computer manufacturers on the requirements of space, electrical connection, security, safety and get the site prepared for housing equipment.

The company will maintain all the records related to the inspection besides preparing and maintaining daily report, which will be submitted to the ELCOT on monthly basis.

“The laptops will be maintained by the inspection agency, including repairs and replacements of spares,” the official said adding, “All the repair and replacement works will be done in 48 hours after receiving the laptops.”

As per the plan, the coverage of 15.66 students shall be 4.72 lakh students for the year 2017-18 (Class 12 students), 12,663 students (ITI students for the year 2017-18).

It also includes 10.66 lakh students (Class 11 and Class 12 students for the year 2018-19), 800 (differently abled Class 11 and Class 12 students for the year 2018-19) and 13,679 students (1st year Polytechnic students for the year 2018-19).
