Conservancy work: Indo-Spanish JV to be paid based on performance

As per the work order, Madrid, Spain-based Urbaser SA and Indian firm Sumeet Facilities Limited would form a special purpose vehicle (SPV) to carry out the garbage removal work. The joint venture firm would remove garbage from 92 wards in Teynampet, Kodambakkam, Adyar, Valasaravakkam, Alandur, Perungudi and Sholinganallur zones for the next eight years.

Of the total 5,400 tonnes of garbage generated in the city every day, 3,300 tonnes is generated by these seven zones. Valasaravakkam, Alandur, Perungudi and Sholinganallur zones are included in package two, while Teynampet, Kodambakkam and Adyar have been included in package five.

“Even though the work order has been issued, it would take at least three months for the joint venture to start the field-level works. As per the contract, the joint venture should devise an area plan for garbage removal and submit it to the civic body. The area plan requires our approval,” a senior official said.

The contract also mandates the JV to ensure 100 per cent source segregation within one year and deploy battery-operated vehicles for door-to-door waste collection.

The civic body has devised 34 key performance indicators, based on which the monthly payment would be made. The key performance indicators include redressing complaints from the public, sending segregated waste to processing facilities, depositing hazardous waste at designated locations among others.

“We would give marks for each of the 34 key performance indicators every day. The payment would be made according to the monthly average mark. We would cut the payment if the performance is not good,” another official said.

As of now, Chennai Corporation has 4,700 conservancy workers in Valasaravakkam, Alandur, Perungudi and Sholinganllur zones including 700 permanent workers. The contract workers would likely to be employed by the joint venture, according to the official.

The workers in Teynampet, Kodambakkam and Adyar zones are on the payroll of Ramky Enviro Engineers, which is presently doing conservancy in those zones. Ramky Enviro Engineers has been chosen for the work at Tiruvottiyur, Manali, Madhavaram and Ambattur zones, it would take another month to work order to be issued, the official said.
