CAT stays operation of AIR Programme Executives’ promotion list 

The Central Administrative Tribunal (CAT), Chennai bench, has asked the All India Radio (AIR) to maintain status quo and not to operate the draft seniority list for promotion to the post of Programme Executive.

The petition was filed by 11 employees of AIR who work as a Transmission Executives and the matter was taken up before P Madhavan, Judicial member and T Jacob, Administrative member. They joined the AIR during the year 1988 to 1996 through Staff Selection Commission.


People who were working as Production Assistant on contract basis was later regularised and it was termed as equivalent to Transmission Executives. Then AIR decided to combine the seniority list between these two designations for the promotion to the post of Programme Executive.


Applicants allege that Production Assistants are assigned seniority based on their initial contractual appointment.


When the matter was taken up for hearing, counsel for the applicants submitted that they have filed representations on December17, 2018, to consider the objections regarding the draft seniority list. AIR had replied on September 16, 2019, stating that the representations were duly considered and further action depends on the outcome of the review application pending before the CAT-Principal Bench, New Delhi.


The applicants apprehended that if AIR operates the list, they will be put to irreparable hardship and sought a stay.
