The arrested persons were identified as S Venkatachalam (58) alias Ramani of Mandaveli and P Devaraj (63) of Pattabiram. Officials said Venkatachalam was the one who created fake appointment orders by photocopying the original order and sent them to the victims by post. Devaraj, who retired as a driver in the Secretariat, acted as broker and received Rs 3 lakh each from 12 aspirants. “He claims to have given the money to one Nagendra Rao, the main accused who has already been arrested,” said an official.

Four persons have so far been arrested in the case, said officials, adding that further investigation is on. Along with Nagendra Rao, the police had arrested Gnanasekar, an office assistant working with the Industries Department.
