Govt restricts issue of TC via EMIS to prevent tampering of students’ data
The Tamil Nadu government has imposed stern restrictions, especially for providing secured online transfer certificates (TC) through the Education Information Management System (EMIS), to prevent tampering of students’ data uploaded by schools in the EMIS.

EMIS is a centralised database with information about every student, staff member and schools across the State. In addition to this, complete details of the schools such as details of buildings, playground facilities, water, sanitation and hygiene facilities among others would be uploaded by the headmasters. Hence, EMIS also serves as a platform to help in the generation of various reports on the infrastructure requirements for the schools.
The EMIS data was made available to all the stakeholders to enable taking well informed policy decisions. According to sources, the EMIS can not only be accessed by the headmasters or principals, but also teachers, who were also allowed to upload data into the system.
A senior official from the School Education Department said, “Following the complaints that certain schools were involved in tampering the EMIS data by altering the details of the students, it was decided to secure the details by introducing strict procedures.” “Restrictions were imposed in issuing transfer certificate to the students through EMIS since many private schools do not follow the proper procedure,” he said adding, “Passwords will be generated instantly to the valid user for them to download the certificate.”
The official also pointed out that the students’ name cannot be deleted or edited as it would be restricted only to the authorities concerned.
Stating that for the first time, information about students’ bank account details has been sought for sharing the information with Tamil Nadu Power Finance and Infrastructure Development Corporation(TNPFIDC) for depositing various scholarship amounts, he said, “The details can only be accessed by the officials of Directorate of School Education.” But, the official added that all the teachers can continue to use other provisions such as online time table management or prepare lesson plans for their classes.
